Client: Richmond & Hillcroft Adult & Community College (RHACC)

We have been working with RHACC since 2020 advising on the redevelopment of their educational campus in Surbiton. Prior to the merger between Hillcroft College and Richmond Adult Community College in 2017, the site operated as ‘Hillcroft College’, a residential adult education college for Woman established in 1920.

The scheme seeks to maximise the use of the site and includes the development of a new college building and ancillary crèche, alongside the change of use of the existing listed college building on site, its extension and new build residential accommodation. A former 1970’s student accommodation block on site is due to be demolished, making way for the new college facilities.

We have provided both planning and heritage advice, led pre-application discussions and coordinated the submission of applications for planning permission and listed building consent. From the outset we have advised RHACC on strategy, risks and timescales reporting to the project steering group. We have also been involved in an extensive public consultation exercise, including exhibitions and presentations to key stakeholders and Councillors.

The applications are currently pending with the LPA, with ecology being the remaining key issue left to be resolved and is subject to updated survey work, mitigation and biodiversity net gain.
